PROGRAM DESIGN

Background

In 1997, the Intelligence Study Centre developed what was then regarded a highly innovative approach to intelligence training. Designed to provide a structured approach of high professional quality and relevance, this is now available to all potential users whatever their level, function or organisational focus.

Structure

Traditional approaches to law enforcement intelligence and analysis training have generally relied principally on participation in a single basic course. On-the-job training and attendance at special conferences, seminars and workshops are all part of continuance training. However, there have been few attempts to set up an established structure for this to occur. Nor are specialised "advanced training courses" generally offered within the intelligence community.

The ISC structural approach addresses the need to provide analysts and their managers and customers with a logical progression of training opportunities. This is necessary in order to meet their individual requirements at different stages of their personal and organisational development.

The group's approach is to make this progressive development cycle available to all. The development is multi-layered and provides for training at several levels of technical competence, as well as offering training packages that have been separately designed for analysts, intelligence officers, supervisors, managers and executive clients. This ISC concept has now been adopted in principle by national intelligence development and training authorities in the U.K. by Europol and Interpol, by Dutch National Police Service, the RCMP (Canada) and by FINCEN (USA).
